Still, America's United Nations envoy Nikki Haley told the Security Council after the vote that the new sanctions are the strongest imposed on North Korea and will "cut deep" as they target the regime's ability to fuel and fund its weapons programme. The United States and its allies had pushed for new sanctions to increase pressure on North Korea to agree to negotiations.

The sanctions would ban sales of oil and natural gas to North Korea, which depends entirely on foreign imports for its energy needs, according to a report by the Los Angeles Times.

It was the ninth sanctions resolution unanimously adopted by the 15-member council since 2006 over North Korea's ballistic missile and nuclear programs.

Since the North's sixth nuclear test, talk of redeploying tactical US nuclear weapons to the South has gained traction, especially following a weekend report citing a White House official saying Washington could consider such a deployment if Seoul makes a request.

Russia's United Nations ambassador, Vasily Nebenzya, said on September 11 that Moscow supports the new sanctions because "leaving nuclear tests without a firm reaction would be wrong".

He called on anyone aware of efforts to enable North Korean trade to come forward before getting caught.

The vote was only passed unanimously after Pyongyang allies Russian Federation and China agreed to the reduced measures.

US President Donald Trump downplayed a UN Security Council resolution passed unanimously this week against North Korea, calling the move "not a big deal". He called on North Korea to "take seriously" the will of the global community to halt its nuclear and ballistic missile development.

China, Pyongyang's main economic ally, supplies most of North Korea's crude oil.

"We know that China subsidizes North Korea's bad behavior", said Rep. Chris Smith, a Republican from New Jersey. "We've had unanimous U.N. Security Council resolutions in two months, that's unprecedented".

The latest resolution caps North Korea's imports of refined and crude oil at 8.5 million barrels a year, which represents a 30 percent cut, according to Nikki Haley, the US ambassador to the United Nations.

It also bans joint ventures with North Korean entities, except for nonprofit public utility infrastructure projects, and prohibits countries from bringing in new North Korean workers.

"This resolution also puts an end to the regime making money from the 93,000 North Korean citizens it sends overseas to work and heavily taxes".
