On September 8, the seven-year-old was found dead inside the toilet of the Ryan International School, Gurugram, with his throat slit.

After the Delhi's transport government held 250 errant school vehicles, the Uttar Pradesh transport department has asked the officials to conduct a drive in order to ensure that all school buses undergo fitness test within a week.

It also asked schools to educate staff members to recognise their protective obligation towards students.

SIT teams yesterday searched the school here for clues to the crime while a CBSE panel also inspected the premises to examine loopholes in security arrangements.

The petition wanted the framing of guidelines to fix responsibility of school managements in case of such incidents and also regarding the safety and security of children.

The circular issued by Jaiprakash Chaturvedi, Deputy Secretary (Affiliation), CBSE, in the light of the student murder at Ryan International School, Gurgaon, last week, says, "The onus for safety of children at campus shall exclusively lie upon the school authorities". The circular follows in the footsteps of similar notice given by CISCE to its affiliated schools.

It has instructed them to get the police verification and psychometric evaluation done for all the staff including bus drivers, conductors and peon in a detailed manner.

"Schools must get psychometric evaluation done for all the staff employed". Internal complaint committee on sexual harassment and committee under POCSO.

The women lawyers also suggested some guidelines, including that there should be "no liquor vendors, hawkers, stalls selling tobacco and other such tobacco based product that is pan-masala, cigarettes, gutkas" within one kilometre radius of a school.

School safety guidelines - Every school must ensure that a basic child-safeguarding code of conduct is in place and prominently displayed in the school. "Any violation/lapses with regard to safety and well being of children in school campus would invite appropriate action including the disaffiliation of the school as per the provisions under affiliation by-laws of the board". Pradyuman Thakur, a student of Class 2 studying in Ryan International school in Bhondsi has been spotted lying in a pool of blood in the washroom of the school. The fact-finding committee submitted its report on Friday.
