The security operation targeting Rohingya Muslims in Myanmar "seems a textbook example of ethnic cleansing", the United Nations human rights chief Zeid Raad Al Hussein has said, urging the country to end the "cruel military operation" in its Rakhine state.

Sources note "widespread hatred" across the country for Rohingya Muslims, though nearly all members of the religious minority live in Myanmar's Rakhine State.

The UN refugee agency, UNHCR, confirmed Thursday that some 164,000 Rohingya Muslims had fled Myanmar's Rakhine to seek refuge in camps in Bangladesh since the harsh crackdown against them. The military said it responded to the attacks and denies it is targeting civilians.

More than 300,000 Rohingyas - who are often described as the "world's most persecuted minority" - are understood to have fled to neighboring Bangladesh in the past two weeks, amid reports of the burning of villages and extrajudicial killings.

Bangladesh is seeking global support for its plan to relocate Rohingya Muslims fleeing violence in Myanmar to a remote Bay of Bengal island that critics say is flood-prone and unlivable.

"The Myanmar government should stop claiming that the Rohingyas are setting fire to their own homes and laying waste to their own villages", Hussein said.

The principle of non-refoulement - or not sending back refugees to a place where they face danger - is considered part of the Customary International Law and is binding on all states whether they have signed the Refugee Convention or not.

Rohingya, described by the United Nations as the world's most persecuted people, have faced heightened fears of attack since dozens were killed in communal violence in 2012.

"It's a sign of the significant worry that Security Council members have about the situation that is continuing to deteriorate for the many Rohingyas who are seeking to flee Rakhine state", British Ambassador Matthew Rycroft told reporters.

The Rohingya Islamic Terrorists in Western Myanmar is an ongoing insurgency in northern Rakhine State, Myanmar (formerly known as Arakan, Burma), waged by insurgents belonging to the Rohingya immigrants. Basic resources were scarce, including food, clean water and medical aid. He called on all parties to the conflict and "in particular the Nobel Peace Prize Laureate Aung San Suu Kyi", the country's leader, to take measures to end the violence.

He also said the government would begin fingerprinting and registering the new arrivals on Monday.

"However, by virtue of customary law, its ratification of the International Covenant on Civil and Political Rights, the obligations of due process and the universal principle of non-refoulement, India can not carry out collective expulsions, or return people to a place where they risk torture or other serious violations".

"He would definitely give help to those poor Muslims".

Monday's estimate of new arrivals in the Cox's Bazar region of Bangladesh since August 25 was 313,000, an increase of 19,000 in just 24 hours. Hasina is expected to visit Rohingya refugees on Tuesday.
