North Korea illegally exported coal, iron and other commodities worth at least USD270 million to China and other countries including India, Malaysia and Sri Lanka in the six-month period ending in early August in violation of United Nations sanctions, U.N. experts say.

The vote in response to Pyongyang's latest nuclear test is intended for September 11, the U.S. mission to the United Nations announced on Friday night. A revised, and watered-down, resolution banned imports for natural gas liquids but only capped oil exports to North Korea.

While public antipathy towards Koreans does not appear to have escalated in reaction to the North's latest nuclear test and missile launches, the community has been the target of abuse by Japanese nationalists after similar incidents in the past. The North has often timed major provocations with important national anniversaries.

"This is a compromise in order to get everybody on board", French U.N. Ambassador Francois Delattre said of the draft.

Some 93,000 North Koreans work overseas, providing Kim's regime with a source of revenue to develop its missile and nuclear programs, according to a United States official familiar with the negotiations.

The United States says the shield, more than a decade in the planning, is needed to protect against so-called rogue states, a term USA officials have used to refer to North Korea and Iran. Branches near North Korea of at least three state banks have also banned North Koreans from opening accounts, according to the Japanese news agency.

The experts monitoring sanctions said in a report released Saturday that Kim Jong Un's government continues to flout sanctions on commodities as well as an arms embargo and restrictions on shipping and financial activities.

The move comes in response to the sixth and largest nuclear test by North Korea on September 3.

During a press conference on Thursday, Trump said that while a military campaign against Pyongyang is not "inevitable", it could still happen. Chinese Ambassador Liu Jieyi again called for talks "sooner rather than later". This basically reconfirms that China and Russian Federation are in agreement about the proposal of a "double freeze", by which North Korea would suspend its nuclear weapon and missile tests and South Korea and the U.S. would suspend their large-scale military exercises.

"We think it's a big mistake to underestimate this Russia, China initiative".

"We have frozen their accounts, which means they can not withdraw (money)", a staff member at a Yanji branch of China Construction Bank said. The U.N. only started hitting whole sectors of the North Korean economy a year ago, and textiles is the latest. "So this is a very significant tightening up still further of the constraints on the North Korean regime".
