Russian Federation and China back new United Nations sanctions on North Korea

That initiative was rejected by the Trump administration.

"In case the U.S. eventually does rig up the illegal and unlawful "resolution" on harsher sanctions, the DPRK shall make absolutely sure that the USA pays due price", Reuters reported, citing a statement carried by the state-run KCNA news agency.

"This evening, the United States informed the UN Security Council that it intends to call a meeting to vote on a draft resolution to establish additional sanctions on North Korea on Monday, September 11", according to a statement from the U.S. mission to the UN issued on Friday. Over the weekend, there were negotiations.

The new United Nations sanctions are an attempt to starve the country of fuel and income for its weapons programmes.

MCEVERS: Oh, OK. So what's left in this draft then? Kim Jong Un has continued threats of nuclear weapons testing leading US President Trump to threaten possible military resolve. It will ban all textile exports, taking hundreds of million dollars from the export revenues that the North Korean regime uses to fund its illegal nuclear and ballistic missile programmes.

South Korean Marines train on Baengnyeongdo Island as tensions mount with North Korea. And there's also a ban on new work permits for North Korean workers.

Royce said Washington did not need Beijing's cooperation to increase pressure on North Korea. "I happen to think the Chinese are not our friend there".

Rycroft told reporters who questioned the watering down of the initial US text that "there is a significant prize in keeping the whole of the Security Council united and I very much hope that all my council colleagues will vote in favor of the revised draft". Those were his words. It was reportedly revised for winning support of China and Russian Federation.

Kim called the nuke test "a great victory won by the Korean people at the cost of their blood", and called on the officials to "follow the fighting spirit and trait of the nuclear combatants", the KCNA said.

MCEVERS: Does that mean the U.S.is the outlier here?

But lawmakers insisted any military option should be a last resort.

And Secretary of State Rex Tillerson is certainly keeping the door open to diplomacy. This was never touched by earlier UNSC sanction resolutions.

At the conference in Geneva, South Korea, the United States and Japan said they welcomed the Security Council's sanctions and repeatedly urged North Korea to hold talks, according to Yonhap.
