Up until recently, United States assurances to Japan and South Korea have been enough to keep both Seoul and Tokyo closely aligned with Washington in their responses to the North Korean threat.

The worry is less about a full-blown attack from the North on its neighbours (an unlikely possibility given that Kim is not suicidal) and more the prospect of low-level provocations - for example, the shelling by the North of contested border territories near the Northern Limit Line between North and South Korea, or use of cyber attacks to disrupt United States and allied command and control operations.

U.N. Ambassador Nikki Haley told reporters on Friday that North Korea has been "strangled" by sanctions and that, while it is important to pursue diplomatic options, military options remain squarely on the table if sanctions are not effective.

NATO Secretary-General Jens Stoltenberg said on Twitter, "North Korea's missile launch is another reckless breach of United Nations resolutions - a major threat to worldwide peace and security which demands a global response".

Ultimately, the USA needs to not only deter North Korea, but also to reassure Japan and South Korea that they will neither be abandoned by their ally nor entrapped in a wider conflict precipitated by America's own independent strategic decisions. "The United Nations, of course, holds tremendous potential to realize its founding ideals, but only if it's run more efficiently and effectively", McMaster said.

North Korea yesterday fired an intermediate range ballistic missile over Japan and into the Pacific Ocean.

But the North American Aerospace Defence Command (NORAD) had said the ballistic missile did not pose a threat to North America.

The use of the term is a declaration that the USA reserves the right to go it's own way, unhindered by worldwide accords, and signals a break with Obama's emphasis on multilateral approach to global relations.

The emergency meeting of Security Council was convened at the request of Japan and the US.

"President Moon ordered [the military] to closely analyze and increase the readiness posture against new types of threats from North Korea, such as EMP [electromagnetic pulse] and biochemical threats", presidential spokesman Park Su-hyun said. She said, however, that options for dealing with the regime of Kim Jong Un are not limited to diplomacy.

"We call on all nations to take new measures against the Kim [Jong Un] regime", the top USA diplomat said. "China and Russian Federation must indicate their intolerance for these reckless missile launches by taking direct actions of their own", Tillerson demanded.

Previous administrations have pressed the U.N.to embrace change.

While U.S. officials say they prefer a diplomatic solution to this nuclear standoff, military force is also an option. "We must make North Korea understand this", Abe said.
