In the 1970s, Murray shared a bedroom with Dyer in the home of Dyer's mother in Medford, New York.
Urbanist Cary Moon had done so prior to the latest allegations, first in May, and reiterated that sentiment in a press conference on Tuesday, calling Murray's response to the allegations "deeply inappropriate and harmful". Although Murray ended his re-election bid, the Seattle Times reports that the dismissal of the case could see him run as a write-in candidate.
Murray, a former Democratic state legislator elected mayor in 2013, said in a statement he is resigning effective 5 p.m. Wednesday.
The mayor has vehemently denied all of those accusations, at times suggesting that they were politically motivated, and refused repeated calls to step down, but in May said he would not seek re-election.
"I am proud of all that I have accomplished over my 19 years in the Legislature, where I was able to pass what were at the time the largest transportation packages in state history, a landmark gay civil rights bill and a historic marriage equality bill".
Seattle City Council President Bruce Harrell will take over as mayor on an interim basis, and will decide within five days whether he will finish Murray's term.
Says he met Murray when Heckard was a 15-year-old drug addict on Capitol Hill in 1986. Murray also recently fought to boost funding to address Seattle's homelessness crisis. Dyer's mother, Maryellen Sottile, learned of the abuse from Dyer shortly after Murray moved out of her house. The lawsuit has since been withdrawn but Heckard has filed a claim for damages against the city of Seattle. He said in an official declaration that Murray lived with them in NY in the mid-1970s and that he was the subject of "repeated and prolonged" molestation by Murray.
Mr Murray, 62, said that he was "proud of all that I have accomplished" but added that due to the reported accusations "it is best for the city if I step aside".

In a statement released Tuesday - just hours after an article in the Seattle Times included a new claim of molestation levied against the mayor - Murray again asserted his innocence, but said, "it is important that my personal issues do not affect the ability of our City government to conduct the public's business". He alleges Murray sexually abused him when he was 13 and even paid him for sex.
