"Getting Congress to give up a tool like that would probably be quite a challenging undertaking", McConnell said in a response to a question at a news conference on Tuesday as to whether he agreed with President Donald Trump's suggestion that doing so might be a good idea.

Democrats said the agreement, which secured a three-month debt limit hike and government-funding deal, along with legislation to help communities hit by Hurricane Harvey, was a victory, because Republicans had wanted an 18-month debt limit extension to push it until after the 2018 midterm elections.

With deficits rising, interest costs growing, and major trust funds headed toward insolvency, it's time for our leaders to build a plan.

The legislation allowed the Treasury Department to start borrowing again immediately after several months of using "extraordinary measures" to avoid a financial default. "But I can't measure that for you".

Mitch McConnell is feeling the sting from being blindsided by the President's abrupt short-term debt limit deal with congressional Democrats. "The minority leader and his team were trying to get us not to write it that way, but I did write it that way and that is the way it passed".

The debt number had been stagnant since March due to the debt ceiling, as the US Treasury faced a temporary ban on further borrowing. And the debt limit fight would now be pushed into a hard midterm election year when Republicans might be even more averse.

But Schumer suggested that the Republicans were actually giving Democrats more leverage by doubling the number of must-pass votes on fiscal matters, often referred to on Capitol Hill as "fiscal cliffs", when asked during a call with reporters about Republican tax overhaul efforts.

Mr. Trump's decision to side with the Democrats was a startling one and sparked complaints from some lawmakers and conservative advocacy groups about the inability of Republican congressional leaders to head it off.

Stephen K. Bannon, the president's former chief strategist, made clear in a "60 Minutes" interview Sunday night that he considered Mr. McConnell and Mr. Ryan to be a significant part of the Washington problem, not part of the solution.
