As Hurricane Irma barreled toward the British Virgin Islands, Billionaire Richard Branson announced he would not leave his home on his private Necker Island.

He also appealed to the British government to establish a "disaster recovery Marshall Plan" for the BVI and other Caribbean islands, a reference to the operation launched by the USA to rebuild western Europe after World War II.

"People are concerned, there is a general sense that [the British Virgin Islands] is British government territory and therefore the British will handle it", Khin-Sandi Lwin, who is leading the organization's response there, told The Guardian.

"We have maintained and kept law and order on the British Virgin Islands, which at one point could have dramatically threatened the already unfortunate plight of those who had been hit by the hurricane".

Dutch King Willem-Alexander was due to visit the Dutch side of Saint Martin on Monday, the palace said in a statement. He said said things are improving in the BVI where 125 troops are helping to tackle looting.

Kate Osamor of the United Kingdom opposition Labour Party said Prime Minister Theresa May or Johnson should follow Macron's lead and "visit those most affected (and) look them in the eye". He said only £4m ($5.2m) remained of a £32m ($42m) relief fund.
