On Tuesday, Russia's UN Ambassador Vasily Nebenzya told reporters that Russia had submitted to the UN Security Council's President Tekeda Alemu and UN Secretary-General Antonio Guterres a draft resolution on the deployment of peacekeepers along the engagement line in the eastern Ukrainian region of Donbass.

The UN Secretariat will wait for the Security Council's decision on deploying a peacekeeping mission in eastern Ukraine, the UN Secretary General's spokesman said on Thursday commenting on Russia's initiative. German officials said they were surprised about Putin's call for peacekeepers but supportive of such a move.

Sept. 6, 2017 (EIRNS)-During his September 5 press conference at the BRICS summit in Xiamen, China, Russian President Vladimir Putin reported that Russia would be circulating a draft resolution at the U.N. Security Council on the deployment of United Nations peacekeepers to the Donbas region of southeast Ukraine.

"A country that is party to the conflict - Russian Federation - can't simultaneously be a peacekeeper", he insisted.

“It would help resolve the problem in eastern Ukraine, ” said Putin, saying that a slew of preconditions would need to be met before any such deployment happened.

As well as operating in all militia-held territory, any peacekeeping mission must do more than protect monitors from the Organisation for Security and Co-operation in Europe and it must not include any Russians, Mr Yelchenko said.

He insisted that the peacekeepers should be deployed only along the line separating the rebel-controlled territories and the area under government control where the clashes occur.

Ukrainian President Petro Poroshenko says that the objective of a proposed UN-mandated peacekeeping mission in war-torn eastern Ukrainian must be to foster peace, not to cement what he called "Russia's occupation" of a chunk of his country.
