Though the United States had proposed a complete ban, the sanctions by the U.N. Security Council to punish North Korea for its sixth nuclear test cap Pyongyang's annual imports of crude oil at the same level they have been for the past 12 months: an estimated 4 million barrels. It was the ninth Security Council sanctions resolution over North Korea's ballistic missile and nuclear programs since 2006. "We are not looking for war", U.S. Ambassador to the United Nations Nikki Haley told the council after the vote.

"The North Korean regime has not yet passed the point of no return", she said.

US President Donald Trump on Tuesday described the latest batch of UN-backed sanctions against North Korea as a "very small step" that must lead to tougher measures.

During tough negotiations, the United States dropped initial demands for a full oil embargo and a freeze on the foreign assets of North Korean leader Kim Jong-Un.

Trump told reporters at the start of a meeting with Malaysian Prime Minister Najib Razak that he was pleased Malaysia no longer did business with North Korea, before adding that he had just discussed the United Nations vote with Secretary of State Rex Tillerson. "Oil is the lifeblood of North Korea's effort to build and fund a nuclear weapon", Nikki Haley, U.S. ambassador to the United Nations, said at the Security Council on Monday. Haley has dismissed it as insulting.

David von Hippel, an energy expert with the Nautilus Institute think tank who has done extensive research on North Korea, said he doubts that oil sanctions will hit the regime very hard.

Thornton said the administration "has made clear that if China and Russian Federation do not act, we will use the tools we have at our disposal".

The resolution does add new language urging "further work to reduce tensions so as to advance the prospects for a comprehensive settlement". He cited Trump's warning last month of "fire and fury" against the North if it makes more threats, and his "shaming" of allies through tweets, which he said undermined USA credibility.

The hearing came a day after the U.N. Security Council imposed its latest sanctions over what North Korea says was a hydrogen bomb test September 3, its most powerful atomic test yet.

North Korea's Foreign Ministry said in a statement published on state media that if the U.S. "does rig up the illegal and unlawful 'resolution, '" it would respond in kind. The diplomat added that North Korea's nuclear program will help his country better deter the "hostile policy of the US".

The resolution bans North Korea from importing natural gas liquids and condensates.

"My delegation condemns in the strongest terms and categorically rejects the latest illegal and unlawful U.N. Security Council resolution", North Korean Ambassador Han Tae Song told the U.N. -sponsored Conference on Disarmament in Geneva, according to Reuters. Almost 80 percent went to China.

Washington so far has mostly held off on new sanctions against Chinese banks and other companies doing business with North Korea, given fears of retaliation by Beijing and possibly far-reaching effects on the world economy. The Security Council resolution also bans all North Korea textile exports, worth an average of $760 million over the past three years.
