Putin Says At This Point, Sanctions Against North Korea Are 'Useless'

Earlier, on Wednesday, the U.S. proposed a resolution at the UN that would include broad new sanctions on North Korea and freeze the assets of leader Kim Jong-un in the wake of global concern over the rogue nation's nuclear weapons tests.

USA ambassador to the United Nations Nikki Haley said last Monday that she meant to call for a vote on September 11 and then the United States circulated a draft resolution to the 15-member council on Wednesday.

Instead, China repeatedly calls for calm, restraint and a negotiated solution.

The mouthpiece of the North's ruling party called for more "miracle-like events", such as the two ICBM tests, to deter the USA, which it said was bent on "decapitating" the nation's leader, Kim Jong-un.

Moreover, contrary to United States belief, China's influence on Pyongyang is limited, knowing that North Korean leaders would adhere to their wishes only up to a point. Past year it held a nuclear test on this September anniversary.

North Korea's top envoy to a leading United Nations disarmament body said Tuesday his country "categorically" rejects the new sanctions. And it's unlikely to persuade Kim to halt his nuclear program and return to the negotiating table.

Celebrating its founding anniversary, a front-page editorial of the Saturday edition of North Korea's official Rodong Sinmun said the country should make "more high-tech Juche weapons to continuously bring about big historical events such as a miraculous victory of July 28.".

All parties should "remain cool-headed" in both rhetoric and action and "resume negotiations sooner rather than later", China's Ambassador Liu Jieyi told the security council.

North Korea says it needs its weapons to protect itself from U.S. aggression and regularly threatens to destroy the United States. The textile export ban alone would cost North Korea about $726 million a year, the United States said.

In July, it tested two intercontinental ballistic missiles (ICBMs) that appeared to bring much of the mainland U.S. into range.

And though Defence Secretary James Mattis warned of a "massive military response" to any additional threats against the United States or its allies, Trump said on Wednesday that military action in North Korea is not his "first choice" after a phone call with Chinese President Xi Jinping.

As of last week, China and Russia were pushing back on efforts to increase sanctions, with Russian President Vladimir Putin questioning their usefulness.

"The North Korean regime bears full responsibility for the measures that the U.N. Security Council has enacted today", he added.

Let's look at the options available for solving the crisis: military force, sanctions, and talks.

While their relationship has always been clouded by suspicion and mistrust, China grudgingly tolerated North Korea's provocations as preferable to the alternatives: chaotic collapse that spills across their border, and a Korean peninsula under the domain of a US-backed Seoul government.
