North Korea's top envoy to a leading U.N. disarmament body says his country "categorically" rejects a U.N. Security Council resolution imposing new sanctions over its nuclear and missile programs.

North Korean leader Kim Jong-un praised the "perfect success" of the country's sixth and largest nuclear test and urged further weapons development, according to state media, in the face of a U.S. drive for tough new sanctions.

"Oil is the life blood of North Korea's effort to build and fund a nuclear weapon", Haley said. "In case the USA eventually does rig up the illegal and unlawful "resolution" on harsher sanctions, the DPRK shall make absolutely sure that the US pays a due price", it said, using its formal country name.

"The resolution adopted by the security council today reflects this principle of three commitments and demonstrates the unanimous position of the worldwide community of opposing DPRK's development of its nuclear and ballistic missile capabilities".

Russian Federation and China both have veto power as permanent members of the Security Council and had expressed skepticism over the initial sanctions proposal.

China and North Korea have reached "a near-total breakdown of high-level diplomacy" just as the White House is demanding that Beijing apply more pressure to rein in its onetime close ally, Reuters reported on Friday.

The draft drops a proposed oil embargo and instead intends to impose a ban on condensates and natural gas liquids, a cap of two million barrels a year on refined petroleum products, and a cap crude oil exports to North Korea at current levels.

The measures to punish Pyongyang for its September 3 nuclear test also ban the country from importing natural gas liquids and condensates, and limit the import of refined petroleum products to 2 million barrels a year.

Ri and Hong's roles have also been noted overseas, prompting the United Nations, the United States or South Korea to blacklist them.

Throughout last week, South Korean officials had warned the North could launch another intercontinental ballistic missile in defiance of U.N. sanctions and amid an escalating standoff with the United States.

The administration's concerns about an attack are not limited to the horrifying devastation that such a war would inflict on the U.S. and its allies, especially South Korea and Japan, but also the ominous destabilization of Southeast Asia that would put China and the United States on a collision course, among other horrendous developments. South Korea and the United States are technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.

President Trump recently called South Korea's engagement approach unworkable "appeasement".

He said on Thursday he would prefer not to use military action, but if he did, it would be a "very sad day" for North Korea.

Despite trying every conceivable approach to end the North Korean nuclear program, including sanctions, negotiations, military threats and isolation, none have worked - because Pyongyang is determined not to surrender its nuclear weapons and become vulnerable to regime change.

But North Korea's leader appeared deaf to the global outrage and hailed the "perfect success in the test of H-bomb" at a dinner to congratulate the scientists and technicians behind the nuclear programme, the official Korean Central News Agency reported.
