"We hope policymakers in California, other states, and federally use the information gained from this bill to take additional steps on prescription drug price reform".

The new law requires pharmaceutical companies to notify private and public insurers, like Medi-Cal, at least 60 days before scheduled prescription drug hikes that exceed 16 percent over a two-year period.

The law states that health care workers who "willfully and repeatedly" fail to address transgender people by their "preferred name or pronouns" if they were "clearly informed of the preferred name or pronouns" would be in violation of the law. The bills so far have simply thrown a light onto pharmaceutical companies' pricing practices rather than actually limiting the price hikes.

"This measure is a step at bringing transparency, truth and exposure to a very important part of our lives", Brown said.

Since January 2015, drug companies have spent $16.8 million in lobbying efforts aimed at killing various drug measures in the state, San Francisco's KQED reported.

When Governor Brown signed Senate Bill 17 into law he was flanked by the bill's author and supporters and former Sacramento Mayor Heather Fargo who was there representing the National MS Society. The law also requires require health plans to submit an annual report to the state that details the most frequently prescribed drugs, those that are most expensive and those that have been subject to the greatest year-to-year price increase.

USA biotech industry association BIO said it would continue to oppose the Drug Price Reporting & Transparency Bill. "Jerry" Brown Jr. establishes a Lesbian, Gay, Bisexual and Transgender Long-Term Care Facility Residents' Bill of Rights to protect LGBT older adults in the state from discrimination or mistreatment in assisted living communities and nursing homes.

Drug companies argue that the law will threaten development and innovation. "Brown has made a decision to sign a bill that is based on misleading rhetoric instead of what's in the best interest of patients", says Priscilla VanderVeer, spokesperson for the drug industry association, the Pharmaceutical Research and Manufacturers of America (PhRMA).

A survey conducted by the Kaiser Family Foundation in September 2016 found 82% of the public polled said they want Medicare to negotiate prices with the companies, something which federal law now prohibits. "So they are not the only piece of the drug supply chain, but they are the key piece to this". Ed Hernandez (D), called the legislation "one of the most comprehensive bills in the country".
