A sixth-round pick of the Chiefs a year ago, Hogan was poached off Kansas City's practice squad at the start of the 2016 regular season.

Hogan, 24, will make the first start of his career over Kizer, who was benched after halftime in last Sunday's 17-14 loss to the New York Jets. "He has worked extremely hard and still very much has a bright future".

"I've made the decision to start Kevin this week".

Jackson benched Kizer at halftime of the game with the Jets on October 8.

He threw a pair of touchdown passes after the Browns had been shut out in the first half, but his lone interception on a 16-of-19 day set up the Jets for an easy TD. He also has rushed five times for 35 yards.

Although Hogan wasn't viewed as a legitimate threat to start, Jackson maintains the former fifth-round pick from Stanford was always in the mix.

The 21-year-old Kizer, a second-round pick out of Notre Dame, went 0-5 as a starter and was last in the National Football League with a 49.5 passer rating, completing 81 of 159 passes for 851 yards with three touchdowns and nine interceptions.

If the roster holds, lucky No. 29 may have to wait a season.

"As an offense, we would be comfortable with either one of those guys back there", Thomas said. "So I think the confidence of the coaching staff just keeps growing when he's out there and that's why I think he just keeps moving up".

Kizer, the 52nd pick of the 2017 draft, can still be a franchise quarterback, Jackson said on October 9.

Hogan has completed 26 of 38 passes for 37 yards with three touchdown passes and two interceptions.

Kizer, 21, has an NFL-worst 49.5 quarterback rating with three touchdowns and nine interceptions this season.
