Papua New Guinea's Minister for Immigration and Border Security Petrus Thomas said on Sunday he expected the remaining men at the Manus Island detention centre to leave the site by Monday so they can access, "food, water, medical care and security".

Jacinda Ardern is offering Malcolm Turnbull a seriously good deal - if New Zealand takes 150 refugees, they can be banned from ever entering Australia.

Speaking at the APEC Summit in Vietnam on Saturday local time, the Prime Minister of New Zealand said the unfolding stand-off between refugees and PNG immigration officials was unacceptable.

"This is a strong relationship that we have with Australia, it's an important relationship but as I say, when there is information to update you on then I will", she said.

Meanwhile, refugees holding out in the centre have reacted to news that the New Zealand government would further talks about resettling Australia's offshore detainees.

Manus Island refugees said they were advised on Saturday by officials their eviction deadline would be extended another 24-hours, by which point they would be forcibly removed from the processing camp which had been without food, water or medical supplies for almost two weeks.

Mr Turnbull opted not to take up the offer, but did not rule out accepting the deal at a later stage. "I'm interested in the fastest route".

The approximately 420 asylum seekers and refugees choosing to remain at the now-closed Manus Island processing centre have been without food, water or medical supplies for nearly two weeks.

'We made the offer because we saw a great need.

"What Australia is doing is inhumane. the people on Manus Island need our help, they have committed no crime and shouldn't be locked up for exercising their right to seek asylum", she said.

She admitted persisting with the issue had the risk of her becoming an irritant to Australia, but said it was important to highlight New Zealand's ability to assist.

Their intention was to make staff at Australia's High Commission acknowledge and question their government's actions, spokeswoman Emma Cullen said.
