India's Dalveer Bhandari re-elected to ICJ

The US has congratulated India's Justice Dalveer Bhandari for his re-election to the International Court of Justice, a day after he was overwhelmingly backed by the United Nations members. The election had turned into a stalemate between Britain's candidate Christopher Greenwood, who enjoyed support in the UN Security Council, and India's judge Dalveer Bhandari, who won the vote in the General Assembly.

Justice Bhandari, 70, was declared re-elected for a fresh nine-year term at the ICJ after Britain withdrew its candidate, Sir Christopher Greenwood, from the race about an hour before the scheduled voting.

At a recent General Assembly plenary meeting, India's man of the moment, Permanent Representative to the UN Syed Akbaruddin called the UN Security Council "dysfunctional", a body that "no longer reflects contemporary realities and therefore confronts a crisis of legitimacy and credibility".

The strategy clicked with a number of developing countries pledging their support to India against the nominee of a former colonial power.

India's victory assumes significance as this was the first time that a P5 nation was in direct contest with a non-member of the Security Council for the post of a judge at the ICJ. In the previous 11 rounds, Bhandari secured almost two-thirds of the General Assembly votes every time, while in the Security Council, Greenwood consistently received nine votes as against Bhandari's five. The Government of India has been supporting the campaign of Judge Bhandari through diplomatic efforts at different fora.

As per the letter read out simultaneously in the General Assembly and the Security Council, Rycroft said the current deadlock is unlikely to be broken by further rounds of voting.

For a victory, it was necessary to get majority support both at the UN General Assembly (UNGA) as well as at the UNSC.

Rycroft said that the United Kingdom will continue to support the work of the ICJ, "in line with our commitment to the importance of the rule of law in the UN system and in the worldwide community more generally".

The voting in the General Assembly which overwhelmingly favours India is reflective of the new global order, which is not pleasant to the world powers.
