The repressive moves include the arrest of CNRP leader Kem Sokha on charges of treason, which led half of the party's lawmakers to flee, and precipitated the closure of The Cambodia Daily, one of the country's last independent newspapers, after the publishers received an exorbitant overdue tax bill they said was bogus.

Party officials have denied the charges, saying they are politically motivated.

The government accuses the Cambodia National Rescue Party of plotting a coup and has called for its dissolution for weeks.

"I would like to announce that I, Sam Rainsy, will become a member of the Cambodia National Rescue Party again from today onwards, whether it is dissolved or not".

With the CPP's old majority being eroded, the risk of being further challenged at the polls appears to have unsettled Hun Sen, who has overseen a crackdown on the CNRP since local elections in June.

He resigned as party leader in February after CPP lawmakers moved to amend the Law on Political Parties to dissolve any political party led by someone convicted of a crime.

However, that meeting took place in Manila on the sidelines of the just-concluded ASEAN summits, where Hun Sen and U.S. President Donald Trump posed together. In 1997, he ousted a co-prime minister in a bloody coup.

From the viewpoint of the CNRP, the pressure being put on Hun Sen so far by Western countries that Cambodia used to depend on for aid has been mild and ineffectual, with the current U.S. administration of President Donald Trump paying scant attention to the country.

A former cadre of the Kampuchean United Front for National Salvation, which helped overthrow Pol Pot with the help of the Vietnamese in 1979, Munty rose to prominence as deputy minister of foreign affairs under Hun Sen in the early 1980s, according to Sebastian Strangio, author of "Hun Sen's Cambodia".

Sam Rainsy said on Wednesday in a Facebook post that he was returning to the party, and said the CNRP would remain in the hearts of Cambodians even it were dissolved.

Since the leader of the opposition, Kem Sokha, was arrested on September 3, more than half of the sitting CNRP lawmakers have fled the country, fearing arrest or violence. She and her sister also fled, fearing arrest after the government accused them of conspiring with the Central Intelligence Agency. He could face up to 30 years in prison. US-linked groups like Voice of America, Radio Free Asia and the National Democratic Institute have also been forced to disband or leave the country.

Sotheara Yoeurng, legal expert at election watchdog Comfrel, notes that the Supreme Court's reputation among the public and global community is particularly fraught when it comes to political cases.

In a speech last week to garment workers, Mr Hun Sen said he was so confident the court would rule against the CNRP that he would offer anyone 100-1 odds if they were willing to bet it would not happen.

"You can claim yourself to be neutral, but if the public knows you are a member of the ruling party, the public will not trust you", Yoeurng says.

Police were deployed outside the court and throughout the centre of the capital Phnom Penh ahead of the ruling, which was delivered at the end of an all-day hearing.
