India, Australia, Japan and the USA on Sunday agreed that "a free, open, prosperous and inclusive" Indo-Pacific served long-term global interests, giving impetus to an emerging quad of democracies amid Chinas rising military and economic power.

Beijing has reacted warily to the "Indo-Pacific" approach, viewing it as aimed at supporting a more prominent role for India in an interconnected region and, some Chinese analysts say, also aimed at diluting China's influence.

The communist country's territorial disputes with its maritime neighbours in East and South China Sea and its reluctance to resolve the disputes in accordance with the 1982 United Nations Convention on the Law of Sea (UNCLOS) often prompted the other nations, not only to criticize it for not adhering to the worldwide laws, but also to call for "rules-based order" in Indo-Pacific. "But we hope that plans and positions can accord with and conform to this trend, can suit the general trend of events in the world, and that the relevant plans and positions are open and inclusive, benefiting the promotion of win-win cooperation by all sides, and avoid politicised or exclusionary arrangements".

Responding to a question about persistent references of Indo-Pacific by the US and Japan saying that they want to establish leaders' dialogue mechanism between India, US, Japan and Australia and Tokyo's willingness to conduct cooperation with China under the new concept, Geng said China has noted the Japanese statement in this regard.

The officials examined ways to achieve common goals and address shared challenges in the region.

"They agreed that a free, open, prosperous and inclusive Indo-Pacific region serves the long-term interests of all countries in the region and of the world at large".

"From this perspective, the participants discussed the direction for cooperation, including with countries in the region, in upholding the rules-based order and respect for global law in the Indo-Pacific", it said.

The US State Department stated that the officials had "examined ways to achieve common goals and address common challenges in the region, such as: upholding the rules-based order in the Indo-Pacific, including freedom of navigation and overflight, respect for worldwide law, and the peaceful resolution of disputes".

It said the four countries committed to continuing the quadrilateral discussions and deepening cooperation on the basis of shared values and principles.

Experts in India aren't surprised with the revival of the quadrilateral dialogue.

China on Monday said that regional cooperation groupings should "avoid politicising or excluding" countries, reacting warily to the first ever meeting of officials from India, United States, Japan and Australia in a decade. Joint Secretary (South division) in the MEA, Vinay Kumar and Joint Secretary (East Asia) Pranay Verma attended the meeting.
