Special Counsel Robert Mueller is investigating an alleged plan involving former White House National Security Adviser Mike Flynn to forcibly remove a Muslim cleric living in the US and deliver him to Turkey in return for millions of dollars, according to people familiar with the investigation.

The December meeting was attended by former CIA Director James Woolsey, who has described the proposal to the Wall Street Journal as "a covert step in the dead of night to whisk this guy away". President Recep Tayyip Erdogan, who has pressed the U.S.to extradite him, views the cleric as a political enemy.

The kidnapping and return of Gulen would have netted Flynn and his son, Michael Flynn Jr.

Flynn was a senior adviser on national security matters to the Trump campaign at the time, though he was also on a foreign government's payroll.

Erdogan has accused Gulen of orchestrating an attempted coup against his government in 2016.

He was forced to resign from his White House job in February - just 24 days into his tenure - after it was revealed that he had lied to Vice President Pence about his conversations with the Russian ambassador in the month before Trump took office.

Investigators for Special Counsel Robert Mueller's probe into Russia's interference with the US presidential election recently questioned witnesses about the alleged December 2016 meeting between Flynn and senior Turkish officials, two people knowledgeable with the interviews said. The plot would have involved flying Gulen by a private plane to a Turkish prison island.

Flynn penned an op-ed for The Hill last November saying that Gulen is a "shady Islamic mullah", though did not disclose until after he had left the White House this year that his company was being paid $530,000 by Turkish interests.

NBC News reported Sunday that federal investigators looking into Russia's intervention in the 2016 election and possible collusion between Moscow and the Trump campaign have gathered enough evidence to bring charges in the investigation into Flynn. Paul Manafort, a former campaign chairman for Donald Trump, and his associated Rick Gates were together hit with a dozen charges, including money laundering.

Flynn could also face charges for violating FARA.
