Will President Trump meet face-to-face with a killer while in Asia?

In a defiant speech, Philippine President Rodrigo Duterte said on Thursday that he stabbed a person to death at the age of 16 and hinted at more to come "now that I am president". A real person, a rumble, a stabbing. "At the age of 16, I killed someone".

Human rights groups, the U.S. Congress, the European Union and the United Nations have all condemned Duterte's "war on drugs". He expressed that jail didn't frighten him, and "apparently used the anecdote to illustrate that".

Perhaps that is why Duterte didn't hesitate warning his USA counterpart to "lay off" on human rights questions when they finally meet in Manila. "And we wanted to buy it from America, but because of the nearly equal power of the US Congress and the President it is only stymied by the legislators, so the 23,000 that I ordered were scrapped", President Duterte said.

Esquire magazine quoted Mr Duterte as saying in an interview before he became president that he "maybe" stabbed someone to death when he was 17, in what may be a reference to this incident described in Danang.

Duterte's war on drugs in his country has reportedly taken the lives of over 3,900 people accused of either using or selling narcotics, with police claiming the killings were done out of self-defense and that the suspects were resisting arrest.

"That was when I was 16 years old, just because we just looked at each other".

Mr Duterte is due to hold bilateral talks with US President Donald Trump in the Philippines in the coming days - the first meeting between the pair. "Why are you so fascinated with drugs?" He said on Wednesday that if Agnes Callamard, the United Nations special rapporteur on extrajudicial, summary or arbitrary executions, investigates him for the killings, "I will slap her in front of you. Why?" "Why? Because you are insulting me".

"I will slap her in front of you", he said, referring to Callamard by name. "Lay off. That is not your business". "I will tell them, you are too presumptuous".

Reacting to the two lawmakers' call, Duterte stressed that his war on drugs has only good intentions. "You want to control the passage, or do we have free passage?" he said.

"I would like to say that terrorism is one of our common problem and common challenge and following our agreement, we are ready to keep developing our relations, including in the military area and the tactical and military area", Putin said in his opening remarks.

Last month Russia handed over army trucks and thousands of Kalashnikov assault rifles to Duterte during a visit by Russian Defence Minister Sergei Shoigu, a first-ever visit by a Russian defence minister to the U.S. ally.
