He says he wants one-on-one agreements with other nations.

He added that the U.S. would deal with countries in the region on a basis of mutual repect and benefit and will respect their sovereignty and independence. "I think this is our first indication of the United States and Russian Federation being able to work together in Syria, and as a result of that we had a very lengthy discussion regarding other areas in Syria that we can continue to work together on to de-escalate the areas", he said.

"Openness brings progress, while self-seclusion leaves one behind", he said.

He also defended multilateral trade deals, which he said would help poorer countries benefit from worldwide trade. He also said that China was committed to speeding up negotiations for the Regional Comprehensive Economic Partnership - a trade pact among all 10 Asean members and six key partners.

APEC, which has long championed free trade, has itself been convulsed by the changes under Trump.

Over the years, China has developed an economy with more effective market mechanisms, he said.

But Trump stopped short of castigating Chinese President Xi Jinping (shee jihn-peeng), saying he didn't blame the country for having taken advantage of past USA administrations.

Xi also pushed China's Belt and Road Initiative as the basis for "interconnected development for common prosperity".

"Should we steer economic globalization, or should we dither and stall in the face of challenge?"
