"I hope that the Games will help lay the foundation for dialogue and cooperation on the Korean Peninsula which is going through political tension", said Do, adding that North Korea's participation in the Pyeongchang Games is likely to be "a last-minute decision". "Indeed, PyeongChang represents perhaps the most honest effort to cross the frozen border between the South and North and to foster a peaceful environment". "At the same time, we do know that this may be a very last-minute decision by North Korea", said South Korean Sports Minister Do Jong-hwan at an Olympics preview event in NY.

South Korea's government is urging North Korea to participate in the Pyeongchang 2018 Winter Olympic Games as a measure of security during the two weeks of competition and as way to promote a longer-term reduction in tension on the Korean Peninsula. This resolution, which Moon submitted during a meeting with International Olympic Committee (IOC) President Thomas Bach in September, was largely drafted by the South Korean government and was co-sponsored by more than 140 countries, including the US, China, Japan and Russian Federation.

It urged member states to observe the Olympic Truce, recalling the ancient Greek tradition of ekecheiria, from seven days before the Games begin on February 9 until seven days after the Paralympic Winter Games end on March 18.

"We are very hopeful and expect them (North Korean athletes) to be able to participate in the Games".

The symbolic Olympic Truce resolution has been adopted every two years ahead of the summer and winter games since 1993. The title of the draft resolution was "Building a peaceful and better world through sport and the Olympic ideal".

Today the United Nations General Assembly passed the truce by acclamation, continuing an Olympic tradition.

The theme of the General Assembly this year was "Focusing on People". "Pyeonchang represents perhaps the most honest effort to cross frozen borders between North and South Korea and foster a peaceful environment", Kim added.

The joint Korean delegation for the Olympics in September 2000 followed the first inter-Korean summit, between former South Korean President Kim Dae-jung and North Korean leader Kim Jong-il, three months earlier in June. "In terms of other sports, we are aware that there are North Korean athletes training for cross country (skiing) as well as other ice skating categories", Do said.

In addition, the 2018 Olympics face the prospect of bringing together athletes from both North and South Korea.
