A maximum of either three retentions or three RTM at the discretion of the franchises has been allowed. Under Dhoni's stewardship, CSK won two IPL titles in 2010 and 2011.

Chennai Super Kings and Rajasthan Royals were banned for two seasons from the Indian Premier League after some of their team owners were charged for corruption by the Supreme Court. Moreover, if a franchise doesn't retain even a single player before the auction, they still can't use more than three RTMs. The players who played for Chennai Super Kings and Rajasthan Royal respectively in IPL 2015 and who were part of Rising Pune Supergiants and Gujarat Lions squads in IPL 2017, will be part of the pool available to CSK and RR for retention or Right to Match, decided the IPL Governing Council.

Meanwhile, on the player retention policy, franchises have been allowed to secure a maximum of five players through a combination of pre-auction retention and Right to Match (RTM) cards.

"(On MS Dhoni coming back to CSK as captain) Obvious, yes. The scandal led to the formation of the Lodha Committee, and the downfall of Srinivasan, if we may say, then the birth of committees like CoA.

In October this year, the IPL governing council floated a proposal, stating that CSK and RR can retain players who moved to Rising Pune Supergiant and Gujarat Lions for two years following a draft. The IPL Governing Council also hiked the salary budget of the franchises from Rs 66 crore to Rs 80 crore for the next year's auction, tentatively set for February.

Franchises can have a maximum of 25 players and a minimum of 18 players, but they can't have more than eight overseas players. Franchises will have to spend a minimum of 75% of the salary cap for each season, the GC clarified.

Which means that CSK fans can expect to see MS Dhoni and Suresh Raina return to the team's ranks for IPL 2018.
