Mrs May said she wanted the government to take a stand against the "profligate" use of natural resources as she briefed her Cabinet about the plan.

Every cornershop will have to charge 5p for plastic bags under Government plans to end Britain's "throwaway culture", Theresa May is expected to announce later this week.

Media reports have indicated that Environment Secretary Michael Gove told the cabinet on Tuesday that the government was "determined to tackle the throwaway culture which plastics encapsulate".

Mr Gove's department has also said it is looking at proposals from the Environmental Audit Committee for a new 25p "latte levy" on disposable coffee cups to help reduce waste.

Retailers with fewer than 250 employees are now exempted from the charge in England, which was introduced in 2015.

The Sun reported that Gove is also planning to unveil plans for a plastic bag bottle scheme that would see shoppers paid 5p for returning used bottles.

But Prime Minister Theresa May and environment secretary Michael Gove are this week due to set out plans for the levy to cover nearly all plastic bags.

Announcing a consultation to apply the 5p plastic bag tax to all shops, the PM is expected to say the success of the scheme has demonstrated the effectiveness of state intervention.

The Government is considering extending its 5p levy on single-use plastic bags to include all retailers.

The 5p charge on single-use plastic bags in England has contributed to a reduction of almost 90% in their use, the government said.

Government sources have said ministers are open to the idea of a coffee cup charge if evidence shows it would change behaviour.

Further proposals to standardise recycling practices across the United Kingdom and encourage manufacturers and retailers to streamline the number of different plastics they use are also expected.

Together, the two measures are meant to ensure that a greater proportion of the packaging used in the United Kingdom can be recycled.
