Transport Minister Andrew Constance has so far said lightning strikes and the network's layout were behind the chaos.

The train network went into meltdown on Tuesday afternoon, and thousands of passengers were stranded on platforms because of the long delays.

"After investigations, we believe that there has been no abnormal spike in sick leave today by train drivers and [this] is another attempt by Sydney Trains to demonise their hard-working and dedicated drivers to hide their own failings!"

He said they were working to fix the solution but "couldn't pull trains and drivers out of thin air".

Train services have resumed between Gordon and Chatswood on the T-1 North Shore line, after lightning damaged signalling equipment.

The storm also caused a power outage at Sefton Junction, which affected trains heading to Bankstown, Lidcombe and Cabramatta.

"One minute, Sydney Trains management said that the cancellations were due to an excessive amount of approved leave, then it was track work, then they changed their minds and made a decision to blame workers taking sick leave, and on Twitter, they've even blamed "reduced customer demand" and the weather", the union said in a statement.

"We need to sit down and try to nut out some very serious issues", he said.

Mr Constance was asked whether he thought drivers were calling in sick as part of the union's push for a 6 per cent pay rise, but he would not be drawn on that.

Mr Collins said earlier on Wednesday the new timetable would be reviewed.

On Twitter, the NSW opposition Labor Party said NSW Premier Gladys Berejiklian's priorities were "wrong" and that "This new train timetable isn't worth the paper it was written on". "He introduced a timetable that we were just not ready for, under-resourced, under-prepared, and now we're seeing the fruits of that".

"We are seeing high levels of sickness of our train drivers, unusually so, but we are managing that well".

It came a day after at least 18 services had to be cancelled due to insufficient numbers of drivers and guards.

These so-called growth trains are the centerpiece of Sydney's "More Trains, More Services" program.

"Gaps in driver coverage are a result of a failure to recruit enough drivers in advance of the new timetables".

Mr Foley described Sydney's train conditions on Tuesday night as "third world".

"That's part of the constraint - if you have an incident somewhere on the network, it affects all lines", he said.

Commuters were temporarily prevented from entering platforms at Town Hall Station on Tuesday evening.

The union claims it has correspondence from Sydney Trains admitting there would be service disruptions in January due to "excessive leave approvals".

Today, he said there were no rules, adding that at this time of year Sydney Trains was flexible because it understood staff wanted to spend time with their families.
