Oxfam has neither confirmed nor denied the specific accounts reported in the media but has said an internal investigation in 2011 confirmed sexual misconduct occurred and it has apologized.

Since the revelations were first reported in The Times last week, Oxfam has lost two high-profile ambassadors, the actor Minnie Driver and Nobel Peace Prize victor Archbishop Desmond Tutu.

In the weekend following February 8th, when it was revealed that the charity had allegedly covered up aid workers' use of prostitutes in Haiti, more than 1,000 direct debits to Oxfam were cancelled while a number of high profile backers including Minnie Driver and Archbishop Desmond Tutu withdrew their support.

Oxfam's chief executive, Mark Goldring, has said the scale and intensity of the criticism against his organisation in the wake of claims its workers used prostitutes in Haiti is out of proportion to its level of culpability.

Ugandan-born Ms Byanyima said when announcing the measures: "What happened in Haiti and afterwards is a stain on Oxfam that will shame us for years, and rightly so".

Oxfam receives around 32 million pounds ($44 million) of British government funding a year.

He said his government "is willing and getting ready to take legal action against individuals" involved in the scandal - possibly including van Hauwermeiren and members of his staff.

The French charity Action Contre la Faim, for which he worked later in Bangladesh, said they were never made aware of those allegations.

"We expect our partner organisations wherever they are to monitor their work closely, and to be open, honest and transparent with us, and the public whenever there are any suggestions of abuse or malpractice".
