Brief shutdown coming as Senate debate stalls

The White House instructed the U.S. federal government to begin preparing for shutdown on Thursday evening amid an eleventh hour effort by a Republican deficit hawk to delay a vote on a deal to keep the country running. However, House Speaker Paul Ryan, a Republican who has backed the agreement, said on Thursday morning he believed there would be enough votes to pass the budget deal in that chamber. Under the short-term agreement approved early Friday, the government is funded for another six weeks to give lawmakers time to craft a budget plan. Lawmakers still need to work out a bipartisan spending plan covering the remainder of the current fiscal year, which ends on September 30.

And liberal stalwarts including top House Democrat Nancy Pelosi were also in revolt because the deal does nothing to protect immigrants known as "Dreamers", who were brought to the U.S. illegally as children, from deportation.

Vice President Mike Pence's trip to the Olympics will be unaffected by a potential US government shutdown.

Next, the hard part: Getting the Senate bill through the House by midnight.

That agreement includes a significant $300 billion increase to both military and non-military spending limits for this year and 2019, and raises the debt ceiling until March 1 next year.

"I can't, in all good honesty, in all good faith, just look the other way", Paul said in a fiery and lengthy floor speech that consumed dwindling time that Congress had to act to avert a halt of nonessential federal operations.

The bill includes huge spending increases sought by Republicans for the Pentagon along with a big boost demanded by Democrats for domestic agencies.

"Debt and deficits are no excuse to leave the war fighter hanging", Graham said.

Top Senate Democrat Chuck Schumer warned the delay put lawmakers "in risky territory", and several fellow Republicans confronted Paul in the chamber about his strategy - but he refused to yield to allow an early vote.

The bill has now been passed to President Trump for his signature. Up to the final minutes, it was not clear the bill would pass and many Democrats held their votes, allowing the tally to creep slowly and giving no indication which way it might fall.

"My commitment to working together on an immigration measure that we can make law is a commitment", he said.

Democrats believe President TrumpDonald John TrumpTillerson: Russia already looking to interfere in 2018 midterms Dems pick up deep-red legislative seat in Missouri Speier on Trump's desire for military parade: "We have a Napoleon in the making" MORE will be a drag on the GOP and that his low approval ratings will sink GOP congressional candidates in the fall.

The accord drew opposition from opposite extremes of Congress' ideological spectrum, but not in sufficient numbers to threaten passage. The first, conservative Republicans, worry the increased spending is fiscally irresponsible.

But many Democrats were unhappy with the compromise as well because it doesn't tackle immigration - specifically addressing the plight of DREAMers, including the roughly 700,000 immigrants who are in the US illegally after being brought to the country as children and who are enrolled in the Deferred Action for Childhood Arrivals (DACA) program, which is set to expire on March 5. They share our nation with us.

The White House's Office of Management and Budget "is now preparing for a lapse in appropriations", an OMB official said on condition of anonymity, calling on lawmakers to get the measure to Trump's desk "without delay". "Vote against the budget".

His actions mean he is single-handedly propelling the government to a shutdown.

Bipartisan negotiations have yet to reach a deal on an overhaul of America's immigration.

McConnell moved on the Senate floor to vote to open debate on the bill Monday evening.

When the Senate passes the budget deal, aides say they expect it to take around three to four hours to get over to the House and onto the floor and into debate.
