Sen. Rand Paul (R-Ky.) held a protest that forced Congress to miss the midnight deadline, but ultimately Senators voted 71-28 to approve the deal shortly before 2 a.m. ET.

House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell failed to get a muzzle on Republican Senator Rand Paul of Kentucky Thursday night, which postponed any hopes of getting a budget done.Paul took to the Senate floor early Thursday evening and hung on for dear life, thwarting a last-ditch effort to avoid another government shutdown, 17 days after the last one.

It was the second shutdown this year under the Republican-controlled Congress.

The budget bill raises military and domestic spending by nearly $300 billion over the next two years.

The US Congress ended a brief government shutdown by reaching a wide-ranging deal that is expected to push budget deficits into the $US1 trillion-a- year zone. Almost $300 billion in new spending included in the bill approved on Friday will mean the annual budget deficit will exceed $1 trillion in 2019, said the Committee for a Responsible Federal Budget, a private fiscal policy watchdog group.

"I can't in all good honesty, in all good faith, just look the other way because my party is now complicit in the deficits", Mr. Paul said as the nonpartisan Congressional Budget Office said the bill would cost some $320 billion, mostly in the first year.

At a late afternoon meeting, House Democratic Leader Nancy Pelosi of California made it plain that she wasn't pressuring fellow Democrats to kill the bill, which is packed with money for party priorities like infrastructure, combating opioid abuse and help for college students.

Paul is, of course, joined by Democratic senators who oppose the bill for other reasons, including the lack of DACA protections. $90 billion will go towards disaster relief for hurricane and wildfire victims. Republicans would use that as a campaign slogan every single election from here to eternity, and yet here we have Republicans twice in four weeks shutting down the federal government and acting as if it's somehow the Democrats' fault.

Trump tweets, "Just signed Bill". The House was set to vote in the early morning hours. Paul, spitting mad at the bill's big spending increases, delayed the vote for hours with a demand to vote on his amendment that would restore the same budget caps his colleagues want to do away with.

Aside from deriding the GOP's disregard for ballooning the federal debt, Paul said on the floor that the goal of his filibuster was to get a vote on an amendment to preserve the budget caps in the Budget Control Act of 2011 rather than expand them under the new legislation.

"When the Democrats are in power, Republicans appear to be the conservative party".

The agreement would increase the government's borrowing limit to prevent a first-ever default on US obligations that looms in just a few weeks.

The House voted 240-186 to technically "re-open" the government after GOP Sen. It also suspends the debt the limit for one year. The deal found support in both parties largely because it has something for everyone - both the military spending Republicans wanted and the money for domestic programs Democrats sought.
