How one GOP senator - Rand Paul - could trigger a government shutdown

Different groups are working to prepare legislation for the immigration effort, including conservatives who are working on a legislative version of President Donald Trump's proposed framework and a group of bipartisan senators who have been meeting almost daily to try to reach agreement on the issue.

A number of more conservative GOP lawmakers in the House were ready to vote against the bill, but Republicans were counting on a number of Democrats to vote for the plan, and keep it on track. As of Thursday afternoon, it's not clear if there are enough Republican votes to pass it in the House, meaning some Democrats would have to vote for it to reach a simple majority, a fact Ryan alluded to.

But Republican Senator Rand Paul raised concerns about United States debt and repeatedly blocked a speedy vote on the bill, insisting the chamber vote on his amendment to set strict budget caps. "That's a commitment that I share", Ryan said during a news conference Thursday on Capitol Hill. "I can't in all good honesty, in all good faith, just look the other way just because my party is now complicit in the deficits".

Top Senate Democrat Chuck Schumer warned late Thursday that time was running short.

"We're in risky territory here", he said.

Because fiscal hawks in the Republican party were opposed to the deal-Republican Study Committee Chair Mark Walker said it would add "insurmountable debt crippling any hope of pursuing the American dream"-Republican leaders needed Democratic support to get the bill across the finish line".

Majority Leader Mitch McConnell, R-K.y., made a unanimous consent request that at 6 p.m. Thursday, the Senate proceed to a vote on the motion to invoke cloture on the motion to concur on the House amendment to the Senate amendment to the legislative vehicle for the continuing resolution to fund the government. But absent an agreement among all senators on timing, final passage would be delayed until early today and the federal government could begin to shut down, at least briefly. "We are in an emergency situation". Congress passed a temporary spending bill to reopen the government on January 22, but funding is set to run out on February 8. If the House approves the proposal, it moves to the White House for President Donald Trump's signature.

But the deal's fate in the House is far from certain.

Paul objected to the fact that deal would result in a significant increase in the federal budget deficit without any corresponding cuts to spending.

Most Democrats opposed the measure, following the lead of Minority Leader Nancy Pelosi, D-Calif., who tried and failed to use the moment to secure a promise for a separate vote on immigration.

"I don't think that we expect the budget deal to include specifics on the immigration reform", said White House press secretary Sarah Huckabee Sanders.

In his statement announcing opposition, Corker said, "to say I am discouraged by the outcome of these negotiations would be an understatement".

"I don't know why we are basically burning time here", Mr Cornyn said.

That agreement includes a $300 billion increase to both military and non-military spending limits for this year and 2019, and raises the debt until March 1 next year. That's the problem for Democrats, especially in the House, where no vote has been promised on Dreamers, who have lived in the country illegally since they were children. Protection for the Dreamers under former President Barack Obama's Deferred Action for Childhood Arrivals program, or DACA, formally expires next month and there's no sign that lawmakers are making progress on an agreement to extend the program. But feuding over the issue has left recipients in limbo - in exchange for any DACA protections, Trump has demanded funding for his controversial U.S. -Mexico border wall, in addition to staggering crackdowns on documented immigration and an end to the diversity visa program.
