California Deploys National Guard Troops - But Not To Stop Immigration

Brown to send 400 National Guardsman to border – but not for immigration enforcement

'This will not be a mission to build a new wall.

First, the governor is using the federal funds to bolster an existing program that seeks to combat transnational crime - such as gangs, human traffickers, and illegal gun and drug smugglers.

Third, not all of the 400 troops Brown agreed to accept federal funding for will deploy to the border; some will also deploy elsewhere in the state. He said the troops were needed because of "lawlessness that continues at our southern border", and he wanted increased security while he continues his push to build a wall along the entire border.

Governors in the border states of Texas, Arizona and New Mexico have already deployed troops to the border.

At that time, he added, the federal government will determine whether it has the budget and whether the mission is necessary to continue.

Brown did not agree to allow the troops to be involved with immigration enforcement according to the Associated Press. Earlier this month, Oregon Gov. Kate Brown said she would flat-out reject the president's request. "It will not be a mission to round up women and children or detain people escaping violence and seeking a better life", Brown, a Democrat, wrote in a letter to the Trump administration. Where the additional personnel are located "will be dictated by the needs on the ground", Brown spokesman Evan Westrup said in an email.

Burwell said National Guard troops will act in an administrative and support capacity: clearing roads, maintaining vehicles, and scanning for border crossings by air.

On Saturday, five planners from the National Guard arrived in the Laredo border patrol sector, where they heard requests and operational input from Burwell and his staff.

And the governor insisted in his letter that Trump's public pronouncements on border threats were misguided - pointing to statistics that show the number of detained immigrants in California is at its lowest point in almost 50 years. Brown added that "there is no massive wave of migrants pouring into California", saying that overall, immigration apprehensions on the border last year were as low as they've been in almost 50 years.

The state's guardsmen provided "targeted assistance" in 2006 under then-President George W. Bush and in 2010 under President Obama. Customs and Border Protection report, there was a 37-percent increase overall in March, when compared to February and a 203 percent increase compared to March of previous year.
