Bolivia has asked for the United Nations Security Council to meet on Thursday "on the escalation of rhetoric regarding Syria and these threats of unilateral military action", hours after U.S. President Donald Trump warned of missile attacks.

A second defeated Moscow-drafted resolution would have offered backing for the fact-finding mission of the Organisation for the Prohibition of Chemical Weapons (OPCW) to Syria, but would not identify the perpetrators of attacks.

In Tuesday's first vote, Russian Federation vetoed a US-drafted resolution that would have condemned the suspected Douma attack in the strongest terms and established a new independent and impartial investigative body to determine responsibility for Syrian chemical attacks.

"History will record that, on this day, Russian Federation chose protecting a monster over the lives of the Syrian people", Haley said, referring to Assad.

"I would once again ask you, once again beseech you to refrain from the plans that you are now developing for Syria", he said.

Mr Nebenzia accused the United States of trying to mislead the global community and said it is "taking one more step toward confrontation".

The Council rejected a third text - also proposed by Russian Federation - which concerned the work of the OPCW Fact-Finding Mission (FFM).

Russian Federation vetoed the first resolution sponsored by the USA and its supporters calling for an independent investigative mechanism into the use of chemical weapons, after it got 12 votes for, two against and an abstention by China.

"Whenever we propose anything meaningful on Syria, Russia vetoes it".

Twelve of the 15 council members backed the US-drafted measure.

The Security Council, voting yesterday on the three separate draft resolutions, failed to rally the votes needed to launch an "independent mechanism of investigation" into the incident, as delegates voiced frustration over the continued paralysis and the expanding rifts between nations.

The ministry said Syria is keen to cooperate with the OPCW "to reveal the truth behind the allegations, which are prompted by some Western powers to justify their aggressive intentions to serve their political goals", the ministry said.

A draft resolution requires nine votes to be adopted in the 15-member council and no veto from the five permanent members - Britain, China, France, Russia and the United States.

Russian Federation and the United States tangled on Tuesday at the United Nations over the use of chemical weapons in Syria as Washington and its allies considered whether to strike at President Bashar al-Assad's forces over a suspected poison gas attack last weekend. Reports of a suspected chemical weapons attack in Douma over the weekend shocked the world.
