Guidance sent to the press by Pence's office on Thursday said the vice president would attend a Friday banquet hosted by Peruvian President Pedro Pablo Kuczynski.

Peruvian President Martín Vizcarra called on the countries of the Americas to build a regional alliance against corruption with a preventive and dissuasive approach based on zero tolerance against that scourge.

Pence is subbing for President Donald Trump after the president pulled out of his first planned visit to Latin America to manage the US response to an apparent chemical weapons attack on civilians in Syria.

Trump has over the past few weeks been pushing a tougher line on immigration and seeking stronger protections along the US-Mexican border.

The hemispheric meeting focuses on democratic governability against corruption, which is why the South American leader focused on denouncing an evil that, he said, has been delaying the development of our peoples for decades and truncating the dreams of millions of citizens.

Former U.S. President Barack Obama had pitched the TPP, or Trans Pacific Partnership, as a way to give the United States an edge over China in a fast-growing region that includes large swaths of Latin America.

But Latin Americans took it in stride, even as it deepened the view the region was being snubbed. There was a vision until 2005: it was called the Free Trade Area of the Americas.

Senate Democrats are urging Vice President Mike Pence to use his trip to Lima to reset relations with a region where they say President Donald Trump's immigrant-bashing rhetoric is costing the USA influence.

The region also came under a cloud of malaise linked to a massive political bribery scheme with the Brazilian construction giant Odebrecht at the center. "They always promise to put Peru first and end up favoring business interests", Alarcon said as he sold newspapers.

After noting that the theme of this year's Summit of the Americas is stopping corruption, the Granma journalist asked Rubio if he would continue accepting money from the NRA after the recent school shooting in Parkland, Fla.

Pence in a visit to Colombia last August did meet and pray with struggling Venezuelan migrants in a trip to Cartagena. Pence, meanwhile, tends to be more scripted in his exchanges and frequently glanced down at highlighted index cards as he spoke to Latin American leaders here.

On Friday, Mexico's Enrique Pena Nieto told the CEOs that the U.S.is welcome to "eventually reconsider its decision and take advantage of the opportunity to be part of the TPP".
