Americans return empty handed after FIA bars 'killer' US diplomat from leaving Pakistan

On April 7, Colonel Joseph Emanuel Hall ran a red light and rammed into a motorcycle killing a Pakistani civilian.

The United States has long complained that the police and security officials in Pakistan frequently harass American diplomats and their staff with traffic stops and citations that require considerable time and effort to resolve.

The counsel during the court hearing contended that under the Vienna Convention on Diplomatic Relations 1961, there was a diplomatic "immunity", not "impunity".

In what the Times described as retaliation, Pakistan placed travel restrictions on U.S. diplomats based in the country in a sign of worsening relations between the two countries.

Tensions between the USA and Pakistan have been rising over the fatal accident, which infuriated many Pakistanis and has resulted in the two countries restricting the movement of each other's remaining diplomats, Reuters reported.

According to ARY's Islamabad bureau chief Sabir Shakir, a special aircraft landed at the Nur Khan Airbase to take with them Col. Emanuel.

U.S. -Pakistan relations have worsened since January, when the Trump administration announced it had suspended almost all of the $1.3 billion in annual security aid given to Pakistan.

'This is a development that could well develop into a full-blown crisis for relations if it's not resolved soon, ' said South Asia expert at the Woodrow Wilson Center in Washington Michael Kugelman.

A security official said that the Federal Investigation Agency (FIA) refused to give clearance to Hall flying out of the country as his name was on the blacklist and he could not leave Pakistan.

Sources said that the USA diplomat wasn't present at the airbase but would reach there after being allowed to leave the country.

'My son will never come back and we will consult with our relatives and village community before negotiating the agreement.

A letter sent to the U.S. Embassy in Islamabad says the restrictions will be implemented Friday.
