Proposal to split California into three states earns spot on ballot

The radical plan - which would be the first division of an existing US state since the creation of West Virginia in 1863 - qualified for the November ballot on Tuesday, the Secretary of State's office announced.

The plan calls for three states to be created: Northern California, California and Southern California.

A new Southern California state would run south from the Northern California border, skirt around the coast from Monterey past Los Angeles, and include San Diego, Death Valley and the rest of the state east to Nevada and Arizona.

The initiative proposes the state to be split into three new states: California, Northern California and Southern California.

Silicon Valley billionaire entrepreneur Tim Draper wants to split California into three with his Cal-3 campaign.

Draper argues that the three diverse regions would be better served by their own, smaller governments. It ultimately did not receive enough valid petition signatures, according to the L.A. Times. The ballot initiative instructs the governor to seek approval by Congress under Article IV, Section 3 of the U.S. Constitution to get permission to create these new states.

Voters supported breaking up California into two states in 1859, but Congress never moved forward with the proposal.

The Times notes that, if the unlikely event were to take place, it'd be the first state to divide itself since West Virginia became an official entity in 1863.

The voters will be able to vote on the initiative in California on November 6th. It could easily be bankrolled by some of the state's most powerful forces, especially those aligned with Democratic leaders. If the state's residents vote for the proposal, California's legislature would have a year, beginning in January of 2019, to implement it. He says splitting the state would lead to improvements in infrastructure and education while lowering taxes: "States will be more accountable to us and can cooperate and compete for citizens", he told the Los Angeles Times in an email last summer.

Voters can not simply decide to break up a state in a simple majority vote.
