Despite problems renewing his United Kingdom visa, Russian billionaire Roman Abramovich refused to sell Chelsea FC to the man described as the richest person in Britain.

According to Daily Mail (UK), Ratcliffe's plans to buy Chelsea might not see the light of the day as his offer was quickly discarded, with the Chelsea owner stating he had no intention to sell the club.

In recent weeks, Abramovich has experienced problems with gaining a working visa for the United Kingdom and has also chose to postpone plans to build a new stadium.

Since taking charge at Chelsea 15 years ago, Abramovich has overseen five Premier League title wins and finally got his hands on the coveted Champions League trophy in 2012 following a dramatic penalty shoot-out win over Bayern Munich in Germany.

He also knows all about running football clubs after purchasing FC Lausanne-Sport in November - who were relegated from the Swiss Premier League last season.

At the last count, Sunday Times estimated Ratcliffe's net worth be around KSh 2.7 trillion while Chelsea's owner Abramovich is worth KSh 1.2 trillion. Ratcliffe's company, Ineos, recorded sales of £45bn and employs more than 18,500 people in 22 countries.

Ratcliffe, who grew up in a council house in Failsworth - a small town between Manchester and Oldham - was asked in a recent interview about his education and replied: 'I just played football, really. The businessman missed the FA Cup final victory against Manchester United that sparked further unrest among the Chelsea camp.

Downing Street has made it clear that he cannot work in Britain on his Israeli passport, although he can visit for up to six months at a time.

The Mail quote a "friend" of Ratcliffe with regards to any deal involving Chelsea, as saying: "Shelling out £2bn or so would seem like a drop in the ocean for Jim but at the moment he is torn about what to do".

'We can not comment on rumour and speculation, ' he said.
