It's not clear how that would work with three countries as co-hosts. Both bidders will be afforded 15 minutes each for final presentations to Congress, starting with the United bid, before the electronic voting opens with a simple 50 percent majority needed for a victor to be declared.

The United States won't play a match in the 2018 World Cup, but it will play host to a flurry of them within the next decade.
