Trump's trade agenda - at least lately - has not been so easy.

A statement from the White House yesterday (29 May), said China has consistently taken advantage of the American economy with practices that undermine fair and reciprocal trade.

Trump has bemoaned the massive US trade deficit with China - $337 billion a year ago - as evidence that Beijing has been complicit in abusive trading practices.

Likewise, the U.S. will request that China remove all of its many trade barriers, including non-monetary trade barriers, which make it both hard and unfair to do business there, it said.

Chinese state media reacted with dismay to the newest U-turn, though pledges to retaliate were muted.

Beyond the trade deficit that Donald Trump is so aggressively obsessed with, there are significant forces in the us government that see Chinese industrial policy as predatory and unfair. It's the most specific the administration has been about when the duties will take effect.

Asian equities slid on Wednesday as concerns about the repercussions of Italy's political turmoil and the renewal of trade tensions between the United States and China gripped financial markets.

Besides, the White House said it would continue with efforts to protect domestic technology and intellectual property, stop non-economic transfers of industrially significant technology and intellectual property to China, and enhance access to the Chinese market.

"The Chinese government will have the necessary measures in place to deal with a USA withdrawal from any settled agreement".

Last week the president said he would allow ZTE to stay in business after it pays a $1.3-billion fine, shakes up its management, and provides "high-level security guarantees". Trump said last month the ban threatened too many Chinese jobs and he wanted to get the company back in business.

It said technology transfers between US companies and their Chinese partners were the result of normal business practices, not coercive policies.

The application process itself won't change, the State Department said. Chris Van Hollen, a Maryland Democrat. In March, President Trump signaled his plans to put tariffs on Chinese-made goods. The Trump administration had sought to slash the deficit by $200 billion.

But the talks are running into the complications of Mexican elections in July and the USA midterm elections in November along with a dispute over rules for auto production.

The administration used a similar Commerce Department probe to impose tariffs in March on imported steel and aluminum. Adding to the confusion are divisions between Trump's trade advisors and complaints from members of Congress, who fear that the president may be stumbling into a multi-front trade war he can't win.

The White House announcement may be only the latest dizzying turn in Trump's carrot-and-stick approach to trade negotiations. His attempts to push Kim toward denuclearization have required the cooperation of China, something the president acknowledged to reporters earlier in the week.

This latest trade escalation comes after the two sides had agreed during talks in Washington in May to find ways of narrowing China's $375 billion trade surplus. But they fear the president's focus on tariffs will hurt them as much as China, by disrupting supply chains, depressing demand for their products and sparking retaliation by Beijing.

"It is important that both sides try to collaborate", he said. "Can't tell you exactly how or why, but it always does".
