The prefectures of Okayama, Hiroshima and Yamaguchi were the hardest hit, with pictures showing extensive damage especially in Okayama.

"I'm really grateful to the rescuers", said Shigeyuki Asano, a 79-year-old patient who spent a night without electricity or water.

Some were already feeling unwell under the summer heat as they lined up in the open air for a water supply truck at an evacuation center in Mihara, Hiroshima Prefecture, despite the presence of a portable air conditioning device. Many returned to on their homes and begin cleanup Monday after the rain stopped and weather warnings were lifted.

Suga said earlier the government was spending $18 million (2 billion yen) to hasten deliveries of supplies and other support for evacuation centres and residents.

Around 54,000 rescuers, drawn from the military, police and fire departments are working across the west and southwest.

A government task force was established to speed up recovery to the worst affected areas.

On Wednesday, Prime Minister Shinzo Abe visited an evacuation centre in the city of Kurashiki in Okayama prefecture, where more than 40 of the 176 victims died.

He said the United Nations chief "commended the Government's efforts to help people affected and expressed his admiration for the domestic search and rescue teams helping those in need". Large swaths of the southwest received as much as 10 centimeters (almost 4 inches) of rain per hour, according to the Japan Meteorological Agency.
