The main difference between the two, say conservation groups, is Wheeler will likely be more effective than Pruitt in dismantling EPA safeguards.

"It is extremely hard for me to cease serving you in this role first because I count it a blessing to be serving you in any capacity, but also, because of the transformative work that is occurring", Pruitt wrote.

In his resignation letter, Pruitt cited "the unrelenting attacks" that were taking a toll on him and his family.

"The reports that have come out are something that the president is concerned about, and there are many of those reports", White House spokesman Hogan Gidley said Tuesday, according to a Politico report. "This is evident by him listening to her comments and going on to thank her, which is not shown in the video".

Steve Milloy, who served on Trump's transition team at the EPA, told Breitbart News that Pruitt did a great job advancing the president's agenda of rolling back unsafe and damaging regulations President Barack Obama put in place, and Wheeler is just as committed as his former boss.

After Pruitt's resignation, all eyes are on Wheeler.

In a tweet Thursday afternoon, President Donald Trump said he had accepted the resignation of the beleaguered EPA chief.

The president expressed confidence he would go on to do "great things". "That was the position he was originally interested in". The former Oklahoma attorney general, who sued the agency more than a dozen times before running it, had been expected to return to electoral politics and run for governor, senator or possibly president.

Mr Pruitt's fate seemed secure for the rest of Wednesday at least, since it was Independence Day and the president had no scheduled public appearances aside from a picnic in the grounds of the White House.

Many of those scandals led to investigations.

Like Trump, Pruitt voiced skepticism about mainstream climate science and was a fierce critic of the Paris climate agreement.

Pruitt also is accused of excessive spending on travel, staying at expensive hotels while traveling - even if they exceeded allowable federal spending limits - and telling staff to book flights on Delta Air Lines so he could accrue frequent flier mileage.

"Trump finally told Pruitt to put the lotion in the basket", wrote comedian Kathy Griffin, referencing Pruitt asking his security detail to pick up personal items such as his dry-cleaning and lotion.

Pruitt also worked to cut the agency's budget and bought out hundreds of staff. "We must continue to fight the fossil-fuel entrenched interests that have gripped the EPA and want to undermine the public's health and progress on climate action".

However, EPA spokesman Lincoln Ferguson said Pruitt thanked the woman for her comments. But Hart was later forced to admit he had met with Pruitt at EPA headquarters last summer after his firm, Williams & Jensen, revealed he had lobbied the agency on a required federal disclosure form. Lawmakers posed tough questions on a range of issues also including raises for top aides and reports of retaliation against EPA whistleblowers. Some 170 lawmakers signed a resolution calling for Pruitt to resign.
