Rebels met with Russian negotiators on Saturday to seek peace terms for Deraa province, where most of the towns are located, but talks collapsed and air raids intensified against insurgent areas that still held out against regime forces.

The southwest was an early hotbed of the uprising against Syrian President Bashar Assad and defeat there stands to leave rebels with just one remaining stronghold - the area around Idlib province bordering Turkey in the northwest.

The Syrian Observatory for Human Rights said on Monday that negotiations between the Russians and the representatives of towns in the eastern countryside of Daraa achieved great progress.

Negotiations with rebels in Busra and Russian Federation collapsed on Saturday amid what the rebels called humiliating demands.

Russian Federation is demanding rebels either agree to leave the contested areas with their families or accept the return of state rule.

It would also allow the regime to reopen the Naseeb border crossing with neighboring Jordan and resume lucrative trade across the frontier.

But just under half of Daraa province - including part of the provincial capital of the same name - still remains in the hands of rebels, and the United Nations is putting the numbers of internally displaced at over 160,000.

"Free Syrian Army (FSA) has been asked to hand down all of the heavy and light weapons it has".

On Saturday at least ten civilians were killed when bombs were dropped on the rebel-held village of Ghasam, relief workers said.

Jordan has been facilitating the talks to end the fighting, which has brought thousands of families seeking safety to its border.

Still formally at war with Syria, Israel has waded into the conflict only sporadically, either to curtail Iran's growing influence in the region or when there is spillover from battles taking place along its border.

The UN chief Antonio Guterres has called for "an immediate cessation" to the military operations in Deraa.

Guterres is "deeply alarmed by the military offensive in southwestern Syria and its devastating toll on civilians", said a statement from his spokesman Stephane Dujarric.

The fighting in the Daraa province going on even though the territory is inside the de-escalation zone agreed past year by the United States president, Donald Trump, the Russian president, Vladimir Putin, and the Jordanian government.

"[He] calls on all parties to respect their obligations under worldwide humanitarian law and human rights law, protect civilians and facilitate safe, unimpeded and sustained humanitarian access".

With the "reconciliation" deals in Daraa, the regime has further chipped away at a U-shaped patch of territory controlled by the rebels in southern Syria.

Ibrahim Jabawi, spokesman for the Syrian opposition, confirmed Anadolu Agency that a deal could not be reached.
