Trump was noncommittal when asked if he might lift sanctions imposed on Russian Federation, telling reporters: "We'll see what Russian Federation does".

Ending the North Atlantic Treaty Organisation alliance has been a top-level goal of Russian President Vladimir Putin, a man who allowed, and possibly issued, the mandate for his government to meddle in the 2016 USA election and whom Trump has called a "strong" leader.

"I expect it will be somewhat unstructured, but it will give them a chance to go over some of these issues free of the pressure of immediate deadlines or crises", Bolton said on "Fox News Sunday". "Let them discuss these issues and see exactly where there might be room for progress or where we find there is no room at all".

"The president determined that, despite the political noise in the US, direct communication between him and President Putin was in the interest of the United States, in the interest of Russian Federation, and in the interest of peace and security around the world", Bolton said.

Putin and Trump held their first talks on the sidelines of the Group of Twenty summit in Germany's Hamburg in July 2017. "That's not the position of the United States".

In early 2014, with areas of Ukraine falling into chaos in the wake of a Kiev street revolt that ousted a pro-Russian president, unbadged Russian troops seized Crimea.

During the flight Friday to his New Jersey golf resort, Trump was also asked to preview next month's North Atlantic Treaty Organisation summit in Brussels.

Trump told reporters aboard Air Force One that he planned to discuss Ukraine, Syria and Crimea as well as election interference when he meets with the Russian president in Helsinki, Finland, next month in a summit he said could help defuse tensions between Moscow and Washington.

As recently as Thursday, Trump tweeted that Moscow says it did not interfere.

"I think the president will want to have a conversation about this and say we don't want to see meddling in the 2018 election", Bolton said.

Bolton, who before joining the White House said on television that Putin lied to Trump, said he hasn't changed his mind about Russia's involvement. "We have to deal with Russian Federation".

"I'm concerned when the president tweets, you know, Russian Federation denies they meddled in our election", he said. "That's why the president is going to talk to him about it again".
