Buckley told The Baltimore Sun he was disappointed the tragedy was not being given enough importance.

He said he had considered lowering the flags himself, but the Democratic congressman and his wife talked him out of it, saying protocol should be followed.

He also repeatedly referred to the 2015 Charlie Hebdo shooting in Paris, where al-Qaeda-affiliated gunmen killed 12 people and injured 11 others at the offices of the French satirical newspaper.

The flag is flown at half-staff on federal buildings by presidential proclamation as a sign of respect after the deaths of public officials or noteworthy figures and after some mass shootings.

"I want to just remember what a wonderful person Rob was and what a great, wonderful, selfless life he led", said Cowherd, one of several speakers who addressed the crowd assembled beneath a large white tent.

President Donald Trump addressed the shooting Friday, calling it a "horrific, frightful thing" that "shocked the conscience of our nation and filled our hearts with grief".

Mr. Trump has lowered the flag in light of other mass shootings in the United States, and Buckley hoped the president would comply with the request, aiming to keep attention on the tragic shooting.

"Is what happened in the Capital Gazette newsroom in Annapolis, Maryland, the equivalent of the Charlie Hebdo killing or of the last bombing against journalists in Kabul?" said RSF Secretary general Christophe Deloire.

Police identified the dead as John McNamara, 56; Robert Hiaasen, 59; Wendi Winters, 65; Rebecca Smith, 34; and Gerald Fischman, 61.

According to the Capital Gazette, family and friends shared memories of Hiaasen, who was described a loving father and supportive colleague.

But Buckley, a Democrat, tells the Sun that the scope of the tragedy at the city's newspaper merited more than that.

Sgt. Amy Miguez, an Annapolis Police Department spokeswoman, said that she received a text message early on Thursday from Gazette reporter Phil Davis about a story.

Police Chief Timothy Altomare said at a news conference Friday that the Capital Gazette didn't press charges over social media threats the shooting suspect had made against the newspaper in 2013.

"Wannabe despot who calls journalists "the enemy of the people, ' a "stain on America" and 'scum" declines to honour slain members of the free press who were gunned down in their newsroom", political scientist Brain Klass wrote on Twitter.

But she says one difference now is that he can no longer silence her.

A gunman opened fire at the newspaper near the Maryland state capitol, killing five people with a shotgun.

According to media reports, Ramos lost a defamation case he had brought against the newspaper over a 2011 column he contended defamed him.
