Chancellor Hammond warns no deal Brexit would hurt auto sector

"There is no sign of further progress on negotiating frameworks with the devolved administrations".

Mark Dayan, policy analyst at the Nuffield Trust, said: 'It makes absolute sense for the Government to issue guidance to the NHS and its suppliers on how they should prepare for a no deal Brexit, even though avoiding such a scenario should remain the number one priority.

The document shows the government is willing to take a pragmatic approach in the event of a no-deal Brexit, when the United Kingdom would cease to be a member of the EMA.

The Daily Telegraph said the "most controversial" of the papers is on financial services, with the government warning that the "cost of card payments between the United Kingdom and the EU will likely increase" after Britain leaves the European Union.

Business will face a huge array of bureaucracy and the government advises those in trade to employ customs brokers and logistics experts, to acquire appropriate software and to develop customs warehousing - a big set of challenges for smaller firms.

Customers of United Kingdom banks living in the European Union "may lose the ability to access lending and deposit services, and insurance contracts", the paper says. Those actions include its move to establish a new temporary permissions regime that would allow EU-based financial services firms to continue operating in the United Kingdom for a limited period in that eventuality. "This could impact these firms' ability to continue to service their existing products".

In the guidance, the government also cited its commitment to putting in place unilateral action, if necessary, to resolve the issues as far as possible on the United Kingdom side. He also said the government has committed to taking over European Union funding for farmers and other groups. "But the decision was taken and now it is about ensuring that contact remains good".

Director general Adam Marshall said: "Our test for the government's "no-deal" notices is straightforward".

"A no deal Brexit would be a complete failure by the Government to negotiate for Britain".

Savill said the paper emphasises the risk of insurers not being able to make payments to EU-based customers after the end of March 2019.

'Obviously insurers want to meet their commitments to their customers, but this problem has the potential to affect millions of insurance customers, including United Kingdom pensioners overseas. The best minds from Brussels to Barripper will be discussing the possible implications of the United Kingdom, and more specifically Cornwall leaving the EU.

'Insurers have of course been making contingency plans for their own operations for many months now, but this contract issue is not one that insurers themselves can fix'.

Stephen Kelly, chief executive of Manufacturing NI last night described the advice as "extraordinary".

"Despite concerns being raised before the vote, no one could have imagined the extent of the complications that Brexit would bring to both the United Kingdom and the rest of Europe".

Announcing the publication of the documents the Brexit Secretary Dominic Raab again reasserted the government's commitments to Northern Ireland and how they were committed to ensuring there was no hard border at the Irish border.

'However, these issues can not be addressed by the United Kingdom acting alone.

In Jones's view, it is therefore vital that both sides of the negotiation work together to agree solutions.
