Hungary's foreign minister has fired back at the European Union parliament decision to trigger Article 7, which can lead to sanctions against Budapest over its immigration policies, branding it the "petty revenge" of pro-migrant politicians.

European Commission Vice President Frans Timmermans, who has been supervising Article 7 discussions with Poland, said he shared the findings in the parliamentary report.

In a debate on the situation in Hungary and held on Tuesday in the EP plenary, Hungarian Prime Minister Viktor Orban stressed that the Sargentini report "insults Hungary and insults the Honor of the Hungarian nation".

Geert Wilders, the leader of the Dutch anti-immigration Freedom Party, called the vote - which also weighed on Hungarian assets - "a bloody shame".

- "We have defended Hungary, and we have defended Europe".

There were 48 abstentions, so the 448 in favor exceeded the two-thirds needed only because it was based on 645 votes.

"The European Parliament rightly stood up for the Hungarian people and for the EU. They deserve freedom of speech, non-discrimination, tolerance, justice and equality, all of which are enshrined in the European treaties".

Several non-governmental organizations targeted by the Orban government with restrictive rules - including a special tax on activities considered as promoting immigration and the criminalization of the aiding of asylum-seekers and refugees - also hailed the vote's outcome.

But most British Conservative MEPs voted against the move.

Members of the European Union parliament have voted to begin a punitive procedure against Hungary for persistently flouting democratic rules.

Orban said in a video posted on Facebook that European Union parliamentarians who support migration "are preparing for revenge against Hungary, because Hungarians have decided they will not become an immigrant country".

For years, Orban has successfully deflected much of the global condemnation about Hungary's electoral system, media freedoms, independence of the judiciary, mistreatment of asylum-seekers and refugees and limitations on the functioning of non-governmental organizations, but criticism has been growing even within the European People's Party, to which his Fidesz party belongs.

One of the biggest sticking points, however, is the response to the European migrant crisis by the Hungarian government, which has refused to participate in an EU-wide refugee relocation scheme.

The report said Orban's government had sought to increase its influence over judges and courts, was suppressing dissenting voices including in the media, and was responsible for widespread fraud and corruption in public projects. "There is nothing to talk about".

Sargentini praised support for her motion from much of Orban's European People's Party in the chamber - the EPP includes Merkel's Christian Democrats - and she called on governments in the EU's Council to now take the unprecedented step of sanctioning a fellow member.

Fidesz claims that the "pro-migration majority" in the EP is preparing to launch a last and desperate attack on Hungary to take revenge on the country for refusing to take in migrants. He has also expressed his desire to remain within the EPP, which he said was "deeply divided" on the issue of migration.
