But the NHC warned that Florence still poses a deadly threat to a wide stretch of the U.S. Eastern Seaboard, from southern Georgia into southern Virginia, and remained capable of unleashing rain-fuelled catastrophic flooding of rivers and low-lying areas.

Trump has urged those in the path of Hurricane Florence to act now to 'get out of its way'. Over 1.5 million people are under evacuation orders.

"Our sand dunes are healthy but they're not going to be able to keep back a wall of water like that", he said. "It's called Mother Nature, you never know, but we know", he also said in a video posted to Twitter Wednesday morning.

The Atlantic hurricane was downgraded from a category 4 to a category 2 storm, but is still packing 110mph winds. St. Helena Island near the South Carolina-Georgia line is used to riding out big storms - from one that killed an estimated 2,000 people in 1893 to Tropical Storm Irma previous year. Authorities in Chatham County, Georgia, which borders SC and includes the historic port city of Savannah, urged residents who feel unsafe "to evacuate as they see fit". In Miami-Dade County, Florida, officials left almost 4,500 prisoners inside facilities during Hurricane Irma in 2017, even though multiple prison facilities in that county were demolished by Hurricane Andrew in 1992.

Workers are being brought in from the Midwest and Florida to help deal with what could be weeks of power outages in the aftermath, the company said.
