He said hurricane-force winds extended outward 80 miles from the center of the storm and tropical storm-force winds extended almost 200 miles out.

The US National Hurricane Center described how winds of up to 90 miles (150 kilometers) per hour were pummeling the state of North Carolina.

"Don't relax, don't get complacent".

"Just because the wind speed came down, the intensity of this storm came down. please do not let your guard down", said Brock Long, the administrator of the Federal Emergency Management Agency (FEMA), earlier on Thursday. "Today the threat becomes a reality", Cooper said.

As of 8 p.m., Florence was centered about 85 miles (135 kilometers) southeast of Wilmington, its forward movement slowed to 5 mph (7 kph).

The numbers are expected to soar as the storm's winds and torrential rains sweep over more land.

The hurricane center also said the threat of tornadoes was increasing as Florence neared shore and South Carolina Governor Henry McMaster said the heavy rains could trigger landslides in the western part of his state.

But forecasters warned that the widening storm - and its likelihood of lingering around the coast for days - will bring life-threatening storm surge and torrential rains.

"This rainfall will produce catastrophic flash flooding and prolonged significant river flooding", the hurricane center said.

Since issuing a mandatory evacuation order Wednesday, nearly all of the more than 2500 residents left the island.

About 10 million people could be affected by the storm and more than 1 million had been ordered to evacuate the coasts of the Carolinas and Virginia, jamming westbound roads and highways for miles. But with the game canceled, Colgate said it will provide those rooms and meals to those displaced by the storm.

"That's what we're here to do help get the power get back on and see the smiles when the lights turn on", Hernandez said.

Once a Category 4 hurricane with winds of 140 miles per hour, the hurricane was downgraded to a Category 1 on Thursday night. Cooper said there will be more shelters opening as needed and "as we speak".

Empty stores and packed houses alike sit boarded up and bolstered with sandbags, and the streets are empty with curfews in effect in many areas.

As the last-minute evacuations and preparations of those who refuse to leave wound down, an eerie calm has settled over typically bustling Carolina cities.

Overcrowded animal shelters in some North Carolina districts were facing a more grim prospect: euthanizing animals that can't be shipped to safety.
