MYRTLE BEACH, SOUTH CAROLINA-Time is running short to get out of the way of Hurricane "Florence," a monster of a storm that has a region of more than 10 million people in its potentially devastating sights as it zeroes in on the USA southeast coast.

"Do not focus on the wind speed category of #Hurricane #Florence!" the National Hurricane Center tweeted. Rather than pushing up toward western Virginia, the storm's center is now predicted to move across eastern SC on Friday night and Saturday. "You need to go on and get out now".

Despite the downgrade from Category 4 to Category 2, authorities warned that Florence has an enormous wind field that has been growing larger, raising the risk of the ocean surging on to land.

Hurricane Florence has decreased in speed and is now a Category 2 hurricane, the National Hurricane Center announced shortly before midnight Wednesday. "I'm going to Charlotte". "This storm will bring destruction to North Carolina", Gov. Roy Cooper said Thursday morning. Sustained winds remained at 90 miles per hour, but the storm - which was never expected to threaten the US coast - should begin to weaken over the next day and become a tropical storm on Thursday, forecasters said in an 11 a.m. advisory.

Slower movement means a hurricane has more time to inundate a region with rain and storm surge.

The NHC notes that amount of rainfall would "produce catastrophic flash flooding and prolonged significant river flooding".

A tornado watch was also in effect for parts of North Carolina.

People on barrier islands or peninsulas were running out of time Wednesday to retreat by bridge or ferry. Regardless of whether a system forms, they say heavy rain and gusty winds are likely along the Texas and Louisiana coast later this week. "Inland flooding kills a lot of people, unfortunately, and that's what we're about to see", he said.

The precipitation from Florence will start midday Thursday and then it will rain for four days, said CNN Meteorologist Tom Sater.More than 1 million people are under mandatory evacuations in Virginia and the Carolinas, where up to 40 inches of rain could fall.

The Carolinas and Virginia are preparing for the onslaught of Hurricane Florence later this week and one of the most life-threatening elements of the storm is the amount of rainfall predicted to hit the area, reports Vox.

SC ordered the mandatory evacuation of one million coastal residents while North Carolina ordered an evacuation of the Outer Banks, barrier islands that are a popular tourist destination. Governors of those states have already declared states of emergency, as have the governors of Virginia and Maryland.

The biggest surge should occur just to the north of where the eye of the storm comes ashore, which the Hurricane Center projects in southeastern North Carolina.

Weather Underground meteorology director Jeff Masters said Florence eventually could strike as a Category 1 with winds less than 160 kmh, but that's still enough to cause at least US$1 billion in damage. "The infrastructure is going to break, the power is going to go out".

Evacuation orders for low-lying areas were issued Monday and continued Tuesday.

Workers are being brought in from the Midwest and Florida to help in the storm's aftermath, the company said.
