Militants prepare for chemical attack in Idlib: Russia

Turkish minister warns of mass migration from Idlib

The Turkish army has also deployed in the last week more troops and heavy weaponary to 12 positions in the Idlib region that observe a "de-escalation zone" agreed with Iran and Russian Federation.

"He's been warned, and so we'll see if he's wised up", he added.

In April 2017, Idlib was the site of a horrific chemical weapons attack that killed at least 74 people and injured more than 557.

But while Erdogan had also called for a truce, Putin said this would be pointless as it would not involve the Islamist militant groups that Russian Federation deems terrorists, and Rouhani said Syria must regain control over all its territory.

De Mistura's spokesman, Michael Contet, said in an email that any debriefing by the envoy about the meeting will be "reserved" for comments that he plans to make to U.N. Security Council next Tuesday.

Turkey is urging the global community to intervene to prevent Syria from launching an offensive in Syria's last remaining rebel-held Idlib enclave.

Its population ballooned as the regime chalked up a series of victories across the country, reaching deals that saw tens of thousands of rebels and civilians bussed into Idlib.

Russia-backed government forces have been massing for weeks around Idlib, which is home to almost three million people, many of them already dependent on aid.

Fears of a massacre have been fueled by new US intelligence indicating Mr. Assad has cleared the way for the military to use chlorine gas in any offensive, USA officials said.

Haley warned of dire consequences if mass casualties were caused if the assault went ahead.

"We can not allow terrorists to hold hostage and use hundreds of thousands of people of Idlib as human shields", said the Russian ambassador, Vassily Nebenzia.

"The Turks are making sure they have enough munitions that keep them going for a long while", he added.

She also said that "Russia has the power to stop the catastrophe looming in Idlib".

Russian Federation responded and insisted that the planned assault on Idlib is a "counterterrorism operation" and that measures will be taken to spare civilians.

Haley said the failed summit was another indication that Russia, Iran and the Assad regime are not interested in a political solution, telling the council that those parties have "had every opportunity to demonstrate their credibility as constructive actors in Syria". Without any opposition-held territory nearby, neighboring country's are preparing for an influx.

Iran and Russian Federation have backed a military campaign on Idlib involving Syrian President Bashar Assad's forces, despite Turkey's pleas for a cease-fire.

"We're deeply concerned about this recent escalation of violence, which has resulted in the displacement of over 30,000 in the area".

"We've tried to convey the message in recent days that if there's a third use of chemical weapons, the response will be much stronger", White House National Security Adviser John Bolton said Monday, "I can say we have been in consultations with the British and the French who have joined us in the second strike, and they also agree that another use of chemical weapons will result in a much stronger response".

More than 3 million people live in the rebel-held territory, almost half of them already displaced from fighting elsewhere in Syria.

Many made a dash for Syria's northern border with Turkey, with just under half seeking refuge in displacement camps and others living with local families or renting apartments.
