A spokesman for Governor Scott criticised the move as a "desperate" attempt to cling onto power. The hand recount would only occur if there are enough overvotes, undervotes and provisional ballots left to change the outcome.

"I'm cynical", said Matt Schlapp, president of the American Conservative Union.

Some 30,000 fewer Broward voters apparently did not vote in the U.S. Senate race, despite its national prominence, while they did cast ballots in other statewide contests. He said the vote counting is a constitutional necessity.
